Dear Sir, Please go through the following procedure. If an officer refuses to file your FIR for a cognizable crime, you have legal remedies: ​Superintendent of Police (SP): Send the substance of your complaint in writing to the SP or Commissioner of Police via registered post. ​Judicial Magistrate: You can file a complaint under Section 156(3) of the BNSS (previously CrPC) before a Magistrate, who can then order the police to register the FIR.
