Tenant provoking while constructing building

The set backs of 2ft have not been left while constructing the house in 2000 and now the tenant is provoking us to leave 2ft while constructing in first floor and insulting the workers who are working in our property.. the balcony is being constructed and he is not letting us construct till the end of our property stating that water which falls on the balcony will end up in his property. He has also got into a criminal act with us in the past and now he is willing to do the same..

you can file immediately case injunction suite for restrain him to enter in to suit property don't allow him then you can file tresses passing case against him court once given diretion then immediately you can initiate criminal proceedings against him
