if your wife's signature was allegedly forged on a CDS card application while divorce proceedings were already pending and the person involved was a serving Army officer (retired) this can involve both criminal and administrative issues since Army CPGRAMS camplanints did not resolve it the next route is legal rather than internal grievance channel.

wife’s signatures were forged on CSD card application during subsistence of marriage and divorce proceedings, then it can attract criminal liability. Mere retirement from Army does not wipe out criminal offence. Army authorities and CPGRAMS generally treat such matters as “civil/personal dispute”, therefore practical remedy is through criminal court and police process.

If your wife’s signature was allegedly forged on the CSD card application without her consent, you may file a criminal complaint for offences such as forgery, cheating and use of forged documents under the Bharatiya Nyaya Sanhita (BNS).
