Can police arrest a person for a cognizable offense with punishment less than 7 years without notice 41 a ? Why is the notice issued ? Is the person exempted from arrest after issuing the notice ?

Police have every discussion to arrest any person and such powers are given under Section 41 of CrPC and exemptions to it is Section 41A of CrPC. In family cases the Supreme Court laid a law that family members shall not be arrested without issuing notice under Section 41A of CrPC.
