NOC from the current office has nothing to do with the chargesheet or cases filed by your previous employer. You may not be entitled for promotions but the employer has no right to keep your NOC. You can always serve them a legal notice regarding your grievances and warn them to stop all these harassments and give me the requested NOC. For more legal assistance I am just a call away.

We should immediately send your present employer a Legal Notice followed by a complaint with the labour commissioner of your jurisdiction for violating labour laws as the case is still pending and you have not been convicted still stopping your promotion and not giving you NOC is a violation of your legal rights. Moreover, we should send a separate Legal Notice to your past employer for defamation as he has approached your present employer with malafide intentions to affect your present employment. For more information, you may consult me.
