Remedy against the domestic violence from relatives

Dear Sir, A lady is living in her father's house with her mother & brother & she is unmarried & her father passed away but the property is still undivided , the said mother & brother trying to evict her from her father's house & even they are torturing upon her mentally & physically day by day even the said mother & brother are disconnecting the electricity of her room as well as they are not allowing her to access the common bathroom , they are not allowing her to take water . Actually they want her 1 share from the property when she refused , the said mother & brother started these illegal activities . The said lady lodged several complaints to the local police station as well as the higher officers of the police dept but till date, no action had been taken & no criminal case has been started & as a result, she is suffering day by day . I'm her neighbor & we have to see such incidents everyday but we can't do anything so in this situation,what remedy she can take from the legal side?
You mentioned that the lady lodged several complaints to the police and also to the higher officers but no action had been taken - now approach to the A.C.J.M. Court by filing a petition under section 156(3) CrPC. with the copies of your previous complaints and obviously the copy sent to the S.P.
