Regarding illegal Registration of Revenue Plots

There is One Builder in My City Who Has Purchased a 4 Acres Of Agricultural Land And Registered in His Name Which Falls Under Green Belt And After Some Days He Made 100 Plots of 600 Sqft in 4 acres of land Without Doing The Land Conversion And Approval From Authorities and He Has Started Selling The Plots at Sub-registrar Office ..People Are Getting Trapped. Please Guide me How To Stop This illegal registration Of Plots Legally And How To File a Criminal Complaint against This Person So That He Should Not CHeat People Again.

You are correct. Such transactions to be stopped by getting a direction the concerned Sub Registrar not to register the plots which falls within the jurisdiction of Green Belt etc. For this purpose you have to file PIL. Please discuss further course of action.
