Quashing after mutual settlement

Hi i am arun and me and my relatives are facing criminal cases from my wife including section 498A, 406, 354A, 506 and 509. I had settlement with my wife and even got divorced. When we went to high court for quashing and judge seem less interested for quashing and said come in february 2019. My brother need to apply for a Short term Work visa which is granted for 2 years. He will be employed with a company in that country and get salary in their local currency, just like any other employee working in that country. After 2 years He has to apply for VISA extension. What should He do while applying for PCC? Can He get the PCC in India? Will the PCC declare the case details? Can it impact his VISA? He is resident of Haryana (Passport and permanent address) and the case is in Delhi and case always display state vs arun but not my brother name. We will file for early hearing but if still judge dont listen what are options we left with to get case quashed as soon as possible?
We will have to file a Early Hearing Application and get it listed as early as possible. On the date when the early hearing application will be listed we will have to show the urgency (which we will be able to show).
After that when the quashing petition will be listed for hearing, we should be able to get the FIR quashed on the same date itself .
