File a Writ Petition before the High Court, for registration of FIR, and transfer of investigation to CID (Crimes), on the ground of bias of police authorities. Or in alternative it can be transferred to high rank police officer.
As per the Judgment of Supreme Court, in case of Lalitha Devi, it is made incumbent upon the Police to register an FIR for an cognizable offence, else steps can be taken against erring police officer.
Also, as mentioned by you, this is a Cognizable Offence, and considering the nature of injury, it will be punishable u/s 326, 331 of IPC. If you have any questions, then please feel free to contact. I practice in High Court of Gujarat. Should you require any assistance in conducting court proceedings, then i can aptly assist you.
