Police not clearing passport verification due to criminal case pending

I have submitted application for reissue of passport. There is a criminal case pending against me. Due to which I have taken NOC/permission from trial court for passport renewal as per GSR 570(E). I have submitted copy of certified court order with all the relevant documents to police headquarter at my place but still they are not clearing police verification. Please advice what are the other options I have to get police verification completed.
Yes, for that if the Police is not clearing your Passport then you have to make a repeat application before the Appropriate authority (appellate authority). A Lawyer notice will be helpful and still If the same doesn't work the Ld. Magistrate can be informed so that a report is being called for.
