Police is not submitting chargesheet even after mire than 150 days of

The case is registered in Pune u/s 306 against the accused. The incident happened on December but after a lot of efforts and pressure by me police filed FIR in May but instead of 302 they charged in 306 against only 1 person among 4 persons. After some time they arrested person but person got bailed just after 12 days of arresting in judicial custody. Police is not submitting chargesheet even after more than 180 days. And they kept lying from the day 1. Please give some legal guidance for how to proceed?

File a Writ Petition in Bombay High Court and place on record all the procedural lapses on account of the investigating agency. Also appraise the court that the police is acting in the interests of the accused. Pray for a direction that police be directed to complete investigation in a time bound manner.

Sorry to know about your situation. In this circumstances, you should write to the state home ministry for transferring the investigation to state crime investigation department and even after that nothing happens then you may take legal recourse.
