Person won't ready to do what he taken advance for or replying

I talked witha person on a online goods selling site he was ready to sell his good with the exchange of money i aksed him to send a sign letter which says he is getting lil amount right now rest of the amount is after i receive goods with his id card i have all the chats but he's keep telling me that for some reason he won't send the goods and will repay me which he haven't done yet plz guide me I'm form delhi he's from guahati Assam

First of all, how much money did you pay in advance? What type of a contract did you propose to enter into? Was any offer conveyed to you in writing? Further and better particulars are needed for an effective opinion.
