Person using two different dob for personal gain from gov/private orgs

Is there a way to put a pil against someone to prove his dob credentials in court anonymously.
This has reference to a person who is using two different DOB to gain personal benefit. Namely different dob for Pan card different for driving license, medical insurance et cetera. I have the proof.
Pil would not help you as this is not the issue of constitutional rights. However with proof you can go ahead with the criminal complaint and ask the magistrate for issue penalty and cancel all documents and fine for all benefits he has gotten
