PCR process taking Public Prosecution advise

Hello Sir/Madam,
I have filed for a Private complaint in Magistrates court under IPC section 23, 406 and 420. Can the magistrate request for Public Prosecutor advice before proceeding for POLICE to investigate the matter? PS: I have a NCR issued by the concerned POLICE station and have written to the Commissioner for not filing a FIR. Please advise want to understand if my case is going in the right direction or I am being hoodwinked by my advocate.
without looking into the documents nothing can be suggested here, you have not understood the procedures rightly, you have to comply with Supreme Court guidelines before proceeding to PCR kindly discuss with the advocate for clear information.
