In case the high puts a stay order for a person falsely accused in 307 and 498a, can he renew passport ? Is it necessary for him mention the pending criminal case in passport application form?

You must seek a direction from the High Court to get your passport renewed or get stay order on FIR or quash order on FIR. You may approach an eminent advocate who is practicing on criminal side in High Court and you will get definitely a favorable order so that you can renew your passport.
