Paid full amount but product wasn't delivered and was delayed

I paid an amount to a firm for making the product which was promised to be delivered in 7 days, the seller bought the raw material from that amount but didn't deliver it for 2 months . When i kept asking for the product he gave different excuses. The thing is the product i requested was seasonal and i have no use for it now. When i requested for refund he said he will now deliver the product in some time. Or i can take the raw material. I paid for the product and not raw material

The seller has committed a breach of contract by failing to deliver the product within the agreed period of 7 days. Despite repeated follow-ups, there has been a delay of over 2 months, rendering the product commercially useless due to its seasonal nature. Offering raw material instead of the finished product amounts to unilateral alteration of contract terms, which is legally unacceptable.
As you have paid for a finished product, not raw material, you are entitled to a full refund under contract law and consumer protection principles. The seller’s conduct also amounts to deficiency in service and unfair trade practice under the Consumer Protection Act, 2019.
You may issue a legal notice demanding refund within 7 days, failing which you may initiate:
Civil suit for recovery of amount with interest, and/or
Consumer complaint for refund, compensation, and litigation costs.
