1.If opponent didn't take legal notices by managing postman.How many times we can resend the notices? 2.What action we can take when opponent receive a legal notice and didn't respond in given period?

1. If the opposite party doesn't take legal notice by managing postman, you can send notice one more time to the address of the opposite party and you should have valid proof showing the address to which you have sent notices is correct one and that the opposite is living in the address and deliberately not receiving the notice. It will serve purpose when you institute a case against the opposite party in court.

2. When the opposite party receives a legal notice and doesn't respond in the given period, you can straightaway file a case against him.

If the notices are returned by the sender, still it is deemed to be served.
Ask the court for permission to issue paper advertisement or Dasti service( in Dasti service, a court person will issue summons in person).

it depends upon the nature of the case filed and also if it is a civil suit you can invoke the proceedings for substitute services under order 5 rule 20 of the cpc and that like wise in criminal cases it is a separate procedure
