Need advice on 65 B certificate

is it necessary to attach 65 b certificate with photoprints of spot panchnama along with chargesheet
65B of evidence Act applies only to secondary evidence ,the evidence recorded on magnetic tapes or video or electronic media or mobile ,digital camera or recording device, then the evidence so recorded has to be obtain vide computer on CD and should be accompanied with affidavit not certificate u/s 65 B of evidence Act.
Certificate are useless they are issued in cases of mobile call record by nodal manager ,where he has no control over the master computer
