My friend was caught shoplifting, paid penalty and and wrote apology

My friend was caught shoplifting at store. He paid the penalty x2 value of the product and they asked him to write an apology letter with his fingerprint and let him go. Will they take any further actions?
MYSELF SUGGEST YOU TO REGISTER FIR UNDER BNS AND BNSS ACT AS A YOUR FRIEND HAS BEEN EXTORTED BY SHOPKEEPER AND HAS PAID DOUBLE AMOUNT OF PRODUCT WHICH IS UNFAIR AND UNJUST SO MAKE CALL TO POLICE.
