Date of Notice: The client received a lien/freeze notice (MSA) on November 4, 2025, for two amounts: ₹20,000 and ₹15,000. Freezing Authority: The bank confirmed the account freeze was executed by Bihar Police (likely the Cyber Cell) under the relevant criminal procedure law (presently Section 106 of the Bhartiya Nyaya Suraksha Sanhita, 2023, corresponding to Section 102 CrPC). Communication Issues: The Investigating Officer (I/O) details (name, mobile number) provided by the local Cyber Cell/Bank are non-responsive, and emails sent have received no reply.

A lien on your bank account is generally placed only when there is an order from police or a competent authority. Since your bank has informed you that the lien was created by Bihar Police, you should first ask the bank to provide you with the written reference/order number under which the lien was marked. If the IO mentioned by the bank is not responding on phone or email, you may send a written representation to the SP/SSP of that district in Bihar requesting clarification about the case in which the lien has been imposed. You can also ask your bank to share a copy of the communication they received from police. If no reply is received, you may file a complaint with the State Cyber Cell or lodge a written grievance with the Bank’s Nodal Officer to temporarily lift the lien until proper verification. Additionally, you can file an RTI to Bihar Police to get details of the case, if any, in which your account has been frozen. Act quickly so that your account does not remain blocked without valid reason.

Contact the I.O. personally, try your best to explain that you are not involved in any fraud/crime, if you are not able to convince the I.O., hire an advocate to file appropriate application/petition before proper forum.

If your bank account has been lien/frozen on the instructions of Bihar Police, it is usually done under Bnss during investigation of a cyber or financial offence. Since the local cyber cell has confirmed that they have not issued the freeze, you should immediately take the following legal steps: 1. Submit a written application/representation to your bank seeking a copy of the freeze order and FIR details. 2. File a formal written application before the concerned Investigating Officer (I/O) of Bihar Police requesting de-freezing by explaining that you are a bona fide account holder. 3. If there is no response, you can legally approach the Jurisdictional Magistrate under bnss for defreezing of your bank account. Till the investigation finds your account directly involved in the offence, it cannot be kept frozen indefinitely as per settled legal principles.
