A Police Notice Lien on your ICICI Bank account means that law enforcement or a cybercrime cell has instructed the bank to freeze some or all of the money in your account, usually due to suspected involvement in a financial fraud or an investigation.

First find out which cyber cell has lien your account. Get your account statement from the bank and approach that cyber cell to find out why the lien has been imposed. If you are involved in any cyber fraud, then by looking at the FIR filed, I can tell whether your account is frozen or not.

Dear Client, Online gambling and related transactions are prohibited under most state laws in India, and in several cases, such accounts are automatically flagged by the Cyber Crime Cell or financial intelligence authorities for suspicious activity. The “lien mark” on your bank account indicates that an amount has been frozen due to investigation or complaint linked to unlawful online betting or gaming transactions. To resolve this issue, you should: 1. Visit your local Cyber Crime Police Station and obtain a written clarification about the reason for the lien or hold. 2. Submit a written representation explaining that you are a victim of gambling addiction, not involved in organized fraud or money laundering. Attach your ID, transaction statements, and policy maturity proofs showing the source of funds. 3. If the amount has been frozen due to an FIR or complaint, you can file an application under Section 451/457 CrPC before the concerned Magistrate Court for release of funds (unfreezing order). 4. Avoid using or depositing funds from gambling websites henceforth, as repeated use can attract charges under the Public Gambling Act, 1867, and Information Technology Act, 2000. It’s advisable to engage a local criminal lawyer to verify whether any FIR or inquiry has been registered in your name and help you move the court for unfreezing your bank account.

In 2023, I lost money to gaming. After withdrawing the rest, a stranger falsely claimed I promised a double return. My bank placed a ?13,000 lien on a ?36,000 transaction. I don't even know the guy.
