Legal Notice for Recovery of my money

I gave ₹23,500 to a person on 18th March 2024 in Mangalore. He promised to return it in a week but hasn't repaid despite multiple reminders. He keeps delaying with excuses. He is half Mangalorean, half Keralite (possibly from Kasargod/Wayanad), and currently may be doing a course in Trivandrum. I have proof of the transaction and chats. I want to send him a legal notice, but I don’t want to get involved in physical confrontation or stress. Please help me recover my money legally.

Dear Sir, It is a small amount and you cannot go to the Court to recover the same. He may say that it being a small amount it was returned in cash. Better to get issue a legal notice or alternatively approach Police Station to settle your amount. You may succeed.
