Paid in full for wedding photos/video (Dec '22). 2yrs on, no delivery. Agency gives false deadlines, suspected fraud. Seeking legal options: Consumer court, breach of contract, or criminal fraud charges?

you can file a F.I.R before the concerned police station regarding the matter, so that the concerned authority take any action against the Agency or that individuals. And also you can file a Consumer case against that agency or individuals
