Legal action against forged BPL/NFS card/ income certificate

A family has managed to obtain a BPL/NFS card through a fake income certificate in the name of a lady in 2013. They declare their annual family income as 23000 in the certificate. And the same family has purchased a flat of worth 10 lakhs in the name of a BPL/NFS cardholder husband's name in 2014. The address given in the card is of a slum of Delhi. Kindly suggest what legal action can be taken against this family. What is the penalty for taking benefits of a forged BPL/NFS card/ income certificate? can we register FIR against the family

In search is is you can file a criminal complaint in the local police station. This the allegations are of cheating forgery fabrication using fake documents as genuine and criminal conspiracy for which the maximum punishment is up to life imprisonment I have dictated the answer so there will be some typographical error for more details you can call me thank you
