Every department has its own systam in judicially u can file an application before the judicial magistrate /presiding officer for lawyer who can handle your case by the order of court.Because that is a rule in judicailly.

U can make a transfer application before the competent court of jurisdiction and raise the same queries there and may be court can engage a lawyer for u and the best way is to compound the matter with the lawyer
