kiraya nama for giving a house on rent

a house was given on rent about 40 years back and a kiraya nama was written on a non-judicial stamp paper by a vasika nawis . It was signed by the tenant, two witnesses and by the writer. But it was not signed by the landlord. Is it forged document ?
