Is throwing away ganja a legal offence?

My brother was living with some people who used to smoke weed regularly. After they vacated, he found some weed in the house which was of considerable amounts. nHe decided to throw it away in a boxCan police lodge FIR if cannabis is found in the trash or sewage naala?nCan he get into trouble if it is traced back to him? He is scared, kindly advise
