Is it legal to ask for fine for not trimming beard

Is it legal for a college to forcibly charge fine from students for not clean shaving or for having less attendance.

it's certainly not legal and it's a perfect case to approach the court to get the action of the college authorities deprecated. the only issue would be to prove the factum of fine. if you have documents then it's a perfect case even otherwise you are having a good case to go for a relief. there is nothing legal or illegal but there are certain rules and decorum that is to be followed in college. fine is just a way of punishment to make sure students follow the rules and maintain discipline.
