Impounding of passport after LOC

My NRI husband deserted me in India and has an LOC issued on his name, after 498A FIR non-cooperation, the IO has put his name on LOC - now the request for impounding his passport is with Ministry of External Affairs since June. How much time does it take for them to act on such requests? What happens if my husband does not surrender passport despite electronic cancellation of his passoort?
The Ministry has, on the basis of Look Out Circulars/Non-Bailable Warrants/Summons/Court Notices, suspended passports under Section 10A of the Passports Act, 1967 and impounded/revoked under Section 10(3) of the Passports Act, 1967, of Non Resident Indians (NRI) husbands for deserting their wives. The Ministry of External Affairs has revoked 21 passports, suspended 21 passports and impounded 1 passport.
This Ministry does not maintain State-wise data. However, it has been receiving petitions from Indian women who have been deserted or harassed by their NRI spouses.
