Illegal activities of some persons.

Some people of the locality under the municipal area of West Bengal have installed an iron gate covering the broad side of a public road that has a narrow and a broad side to it. They have done this under the pretext of restricting the movement of heavy vehicles through the locality. However, this has restricted the free movement of emergency service vehicles like police , fire services and medical services in case of emergency thereby putting human lives in jeopardy.Is this act legal?
