If someone rub penis over ass in over crowded bus.Both wearing clothes.Is it consider rape or molestation?

Absolutely, it will be considered as molestation and if complain filed by the victim then FIR shall be registered againest the accused. Stocking a woman is also punishable offence if the woman complains about this before appropreate authority or police.

it is molestation but how can you prove it by witness. furthermore if you have details of the person you can file an fir but it would be of vain. you need a very strong ground in matters like these. if you have them please proceed
