I was caught shoplifting paid penalty and was allowed to leave

My friend was caught shoplifting at store. He paid the penalty x2 value of the product and they asked him to write an apology letter with his fingerprint and let him go. Will they take any further actions?
MYSELF SUGGEST YOU TO REGISTER FIR FOR EXTORTION CHARGES SINCE YOUR FRIEND HAS PAID DOUBLE AMOUNT OF PRODUCT AND PERSON CANNOT BE COMPLED TO WRITE APOLOGY BY PRIVATE PERSON.
