You no where stated that what evidence you are having to prove defamation, fraud and criminal act done by Star health insurance company.
If you are having sufficient proof to show criminal offence defiantly you can file a case against insurance company.

If the fraud is non payment of insurance you can approach district consumer forum for seeking damages along with payment of expenses incurred by you in case you had availed a insurance and they failed to pay

The remedy for civil defamation is covered under the Law of Torts. In a civil defamation case, a person who is defamed can move either High Court or subordinate courts and seek damages in the form of monetary compensation from the accused. Also, under sections 499 and 500 of the IPC, a person guilty of criminal defamation can be sent to jail for two years.
