As Municipal Officer is a Government Servant, so as per the CRPC Amendment which had been introduced & implemened n Maharashtra by the Maharashtra Government, before filing a FIR on Government Servants, it is mandatory for the Police to direct the complainant to procure written orders or permissions from their senior officers for filing of the FIR against Public Servants/Government Officers in Maharashtra.

you need to first elaborate your question and explain as to why and what exactly transpired between you and the officer for you to take such a drastic step. filing complaints against govt officers isn't very easy. it's a long drawn process and needs a couple of applications to be filed here and there

visit the police station which comes under the jurisdiction and give detailed written complainant. and if police neglect to register fir you have an option to get the order of magistrate court to register the fir through filing application u/s 156 of CrPC before the magistrate court
