First, make sure you have a written copy of the complaint with date, time, and details of your issue. Always keep a duplicate copy with you as proof. If the local police station refuses to act, the next step is to approach senior officers like the Assistant Commissioner, Deputy Commissioner, or Superintendent of Police. You can send them your complaint by post, email, or submit it personally, and they can order the local police to take action. If you still don’t get a response, you can approach the local Magistrate Court and request the judge to direct the police to register your case and investigate.

If Police is not taking your Complaint, then, you need to file a Private Criminal Complaint under the concerned provisions of the Bhartiya Nyaya Sanhita. Before filing Complaint before the concerned Magistrate, approach Hon'ble Assistant Commissioner of Police.

Write a letter to the DCP/superintendent of Police, stating the same and attach a copy of the police complaint for reference, meet the senior officer personally during their meeting hours and ask for escalation

Police is not bound to take every complaint they receive. Depending on the complaint they try to resolve the matter amicably between the parties. Now I don't know what type of complaint you are referring to... had you mentioned it, accordingly a way could have been found. However, if you feel the offense or the incident is very serious for which you want to complain and if the police is not taking the complain then you can directly go to the Superintendent of Police and explain him your situation...even if he is not taking you complaint then you can directly approach the Magistrate (any criminal court) in your city/area and file the complaint in front of the Magistrate.

After carefully considering your concern, I advise you as follows: Since you have already submitted a written complaint at the Police Station and no action has been initiated, the officer in charge is clearly failing in his duty under Section 154 CrPC, which mandates immediate registration of FIR in cases involving cognizable offences. Your first recourse is to approach the Superintendent of Police/Deputy Commissioner of Police under Section 154(3) CrPC. A copy of your complaint, along with proof of earlier submission, should be forwarded to them by hand or through registered post. This will ensure there is an official record of your effort. If, even thereafter, the police do not act, the proper legal remedy is to file an application under Section 156(3) CrPC before the jurisdictional Magistrate. The Magistrate is empowered to direct the police to register the FIR and investigate the case. Alternatively, a private complaint under Section 200 CrPC can also be filed. Please note that courts have repeatedly held that refusal to register FIR is not permissible where a cognizable offence is disclosed. Therefore, you have strong grounds to proceed further. I recommend preparing your documents carefully so that no technical objection arises.
