how to intitate the inquiry for fraud by police in civil dress,

in maintenance case wife submitted the rent agreement of delhi and see does not pay rent to landloard and does not stay.
I want to intitate the inquiry so that police in civil dress, can enquire the landloard and neighbours about her stay and how much money landloard was receiving for this rented document.
do i need to file police complaint or u/s 200 private complaint to magistrate.
