How to file SC atrocity case on a govt employee

I work for a govt org in hyd as consultant while my reporting officer is a govt employee and is verbally abusing me based on my caste like "donga kollu pattevadilaga unnav" meerantha inthena, mi lanti vallani asal jobs ye allow cheyakudadhu and few more. How do i file a atrocity case on him, while he belongs to OC and out of 5 subordinates under him (including me), 3 belongs to SC community. Is this a discrimination?
