In response to your above-mentioned query, there is a gamut of legal remedies available at your end. It is entirely dependant on how coercive the action you wish to take: a) You may initiate a criminal complaint of criminal breach of trust under S.417 IPC (punishment of imprisonment of 7 years) b) Offence of molestation ( Punishment of 3 years) c) Outraging the modesty of a woman (Punishment of 2 years) d) Offence including but not restricted to Rape e) Offence of cheating for fraudulently inducing a person to commit an act, the act or omission of which would harm the body, mind or reputation of such a person. Such action can be initiated by approaching the nearest police station and addressing the same to the S.H.O where a written formal complaint will be registered and thereafter a FIR. Please note that at any juncture, it is important to take stock of the material you have against the person i.e., conversations of his intention to marry, recordings, photographs, letters which can conclusively corroborate your claims as lack of these essential particulars would severely affect your complaint. Further charges are also attracted depending on whether you are of the age of majority and his age as well. As these details have not been provided in your complaint, you may initiate contact for further assistance on the procedural aspects.

Victim can serve legal notice to her bf in initial stage and if not getting any proper response from him then can go to lodge an FIR against him. Victim can lodge FIR when she deems that she got cheated, fooled, and now her bf is marrying some other girl. Please take care that you are doing this with clean hands.
