How to file a case against University for not conducting examination

I'm a student of Rajasthan paramedical council i enrolled in thia University in 2018-19 session and it was a diploma course which means they had to complete it in 2 years but even after 2 years and 2 months we are still in 1st year because our university is not conducting the examination and they keep on putting excuses that government is not allowing them to conduct exam this is serious matter about thousands of student's career
You may file a writ petition in HC regarding this , HC will give order to university.
As all others exam are conducting like AIBE is going to conduct on this 24th January then what's the problem in your exam.
