How to fast track an ongoing criminal case for justice

Its a criminal case against unregistered partnership firm accusing that partner has withdrawn money from firms account illegally whereas we proved that petitioner is himself has taken money and proved affidavit is false. Judge does not want to give judgement since 13 years and petitioner is influencing judge to make settlement and close the case. The wording in settlement is that accused will not make any case against him and will not use judgement in pending civil cases. Whether this is acceptable or not?
