How can government employee be proved guilty for forgery

In this case the trial court dismissed the accused plea and ordered to frame charges on the next date. The accused somehow managed to reversed the order and the same lower court judge who earlier ordered to frame charges reversed back his earlier decision saying that as the Honourable High Cour observed that so there are no grounds that the charges be framed against the accused. It is pertinent to mention here that the accused is sole beneficiary of the fraud he committed and he had a mala fide intention from the beginning. The case relates to forge degree and fake documents used by the accused in getting a job and now he is on very high post. The Governments of Two states are helping him . What should I do now?
