hindrance by police to arrest an offender

Sir good morning , I am an govt doctor working in a govt hospital , recently a 35 year old male had threatened the staff of our govt hospital just for petty reason delaying in opening the hospital by 30 minutes , this is because our staff have only one govt bus to our remote village hospital which arrives at 9.30 am at hospital daily , hence this offenders threatening and making our hospital staff to panic was recorded in our hospital cc TV , hence I decided to give a police complaint at nearest police station , since almost a month lasted still the police are showing hindrance towards arresting the offender , because recently a doctors protection act bill was passed by name 2009 hospital staff protection act. , keeping that as the basis a I have lodged a police complaint , but still they are showing hindrance because of some local goons ( political persons) probably , hence I have decided to go through lawer to get an genuine FIR registered , should I go through a govt lawer ?
