Grounds for filling charge sheet after 9 months

I was taken in custody along with 8 other friends of mine for a crime we didn't commit, because we were present in a floor different from where the crime happened. The police came to intervene a party happening downstairs when a provoked woman raised hands on an officer. The you took the woman, the owner of the house and 9 of us who were sleeping upstairs, and we got bailed the same day. It has been nine months since and the charge sheet is yet not filed. The police is asking for a hefty amount to not file it against the 9 of us. Does the police have grounds to file a charge sheet after such a long time? Should we pay the amount?

No you should not pay. There is a process in which you can trap the police. There is no time limit to submit charge sheet but if the accused person is in custody then police try to submit CS within 90 days. Detailed discussion is necessary.
