Get court direction for FIR & mediate to recover the amount lost

Lost Rs. 15L in a property purchase ( Sec 420 of IPC). Have not given any police complaint but would need to file a formal police complaint in police station and if they fail to file FIR, then get court direction to file FIR by police. When some person is in a problem, then some advocates exploit the situation and grab good amount of money from client. Some also get money from both the sides. Some advocates get full amount in advance for the work but don't do any work after getting their money. Looking for a lawyer who is honest with good morals and ethics and who has high success rate in winning a case. Kindly confirm the charges for filing a police complaint and getting court direction for FIR. If we recover our money from cheaters, should I pay anything to police. If so, how much percent.
