Forgery of birth certificate of son by in laws

My friend's (male) inlaws have forged birth certificate of his son. He has proof of it. He is not sure whether they have used it somewhere or not. Is it an offence , if yes how can he proceed as matrimonial disputes are going on.
matrimonial dispute has nothing to do with the criminal offence. You are absolutely right in saying that forgery is there. apart from that other serious offences are also made out as it is a government record which is tampered for illicit means. Therefore, A complaint to that effect has to be made which will be a separate complaint as it's a criminal offence which is considered as a crime against the society and public.
Without any delay, A complaint is to be filed with all the relevant proofs in the concerned police station and suspicion of the same being used.
