Now that you have filed a police complaint, you can approach the Magistrate Court and file a petition to direct the police to register the first information report. Or you can file a complaint case directly before the Magistrate Court for fraud and cheating.

If an agent took money fraudulently for a Japan work permit, file a case under IPC 420, 406. If police refuse to act, file a petition under Section 156(3) CrPC before the Magistrate, seeking a direction to register an FIR. If still ignored, file a private complaint under Section 200 CrPC. Send a legal notice, file a consumer/civil case, and recover money legally. Also, check if the agent is registered with the MEA and complain to the Protector of Emigrants (PoE). Keep all evidence, including messages and receipts. If police inaction continues, file a writ petition in the High Court under Article 226 to direct police action. Consulting a lawyer is advised for faster legal remedies.
