Greetings of the day I can understand your distress In this scenerio, it is not mandatory that police has to arrest immediately after filing the FIR. There is a possibility that police might have relevant evidences for the arrest. The relief to this is the matter of trial as the charges are henious. Thank you

Since FIR was filed in 2015 but arrest was made in 2019, it raises serious questions on delay in investigation under CrPC. Sections mentioned (420, 467, 468, 471 IPC) deal with cheating and forgery, while 120B is criminal conspiracy. You should file for discharge or seek quashing of FIR u/s 482 CrPC, especially if no proper evidence or sanction exists. Delay in arrest and no summons for years also weakens prosecution’s case. You may contact me for further discussion.

The offences alleged against you is cheating, forgery and criminal conspiracy. You will now need to track if chargesheet is filed in the matter. Accordingly, the next steps in matter to be taken. There are no limitation periods in these proceedings otherwise.

What’s happened here is normal in long-pending cases. Your FIR in 2015 was only for cheating (Section 420), but since the police didn’t investigate until 2019, when they finally did, they felt the case also involved forgery and conspiracy. That’s why your arrest memo includes extra sections (467, 468, 471, 120B). Police are allowed to add new charges if they find more evidence during investigation. You can immediately apply for bail, and also try to quash the FIR or charges in the High Court because of this long and unexplained delay.
