FIR quash or anticipatory bail application

FIR has been filed u/s IPC 420 and 406 on my relative. He took scholarship amount deposited into students account on pretext of paying their fees but didn't pay. He has been denied AB. The institution has falsely reported the amount as 1 crore whereas only 35 lakhs has been account transferred. Can he apply for bail once again and what to do to get bail?
