FIR for offence of forgery for signing deceased person signature

If registered owner of a vehicle dies and thereafter his widow gets RC of vehicle(after its expiry) renewed in the name of his deceased husband, will this amount to crime of forgery?
If yes, then how? What wrongful gain did she acquire?

The widow is the legal heir of the deceased , and now the question arises how she becomes the legal heir
If she follows the legal procedure and if the deceased has legatees , all of them have to give NOC to the wife , finally it will be followed by court order of legal heir , no one can become suo motto the legal heir is t has to be declared by the civil court having jurisdiction.
