FIR being filed based on MOU............

Hi, Can a FIR be filed in police station based on MOU done on e stamp paper. Its a financial matter i.e MOU is done regarding taking money for 5 months

1. the police station will take action based on the sections, if it is a public offence. 2. the police station will not take action if the issue is related to money 3. if the police come to know that money matters, police will close the case later
